Virginia to Hold General Election on November 8, 2005
On November 8, 2005, Virginia will hold a general election for
the offices of Governor, Lieutenant Governor, Attorney General and
various other state and local offices. For a list of candidates,
refer to the Virginia elections web site at htp://www.sbe.state.va.us/Election/Candidates/Lists.
Since this is a non-Federal election, only the following Virginia
residents are eligible to vote in this general election:
* Those in the Uniformed Services and their family members.
* Those temporarily living outside the U.S. who still have a Virginia
place of abode.
* Those living outside the U.S. by virtue of employment along with
their spouses and dependents living with them who were registered
to vote immediately preceding the move overseas, who moved after
July 1, 1999 and who no longer have a Virginia place of abode.
The deadline for registration and absentee ballot request application
for Uniformed Services members and registered overseas voters is
November 3, 2005. Original, signed, voted ballots may be returned
to the local registrar only by mail or by a commercial delivery
service. See http://www.sbe.state.va.us
for addresses of Virginia registrars. All ballots must be returned
to the local election official by 7:00 p.m. (EDT), on November 8,
2005.
Virginia allows the FPCA for registration and absentee ballot request
to be faxed or sent by email attachment. Voters may use the following
phone numbers to fax their applications: (703) 693-5527, DSN 223-5527
(military), 1-800-368-8683, or the toll-free overseas fax numbers
listed at www.fvap.gov/services/faxing.html.
Transmittal of the blank ballot or the return voted ballot by fax
is not allowed. Virginia currently provides programs that allow
for voters residing outside the continental United States to request
their ballots be sent to them via email upon approval. In order
to participate in the program the voter should provide their email
address in Item 7 of the FPCA. After receiving the email ballot,
the voter must print, complete and return the signed original voted
ballot and oath by mail or a commercial delivery service.
Virginia citizens can contact their Voting Assistance Officer (VAO)
in their unit or at embassies and consulates to obtain the FPCA
and to receive guidance on voting procedures. The Virginia procedures
are detailed in the 2004-05 Voting Assistance Guide, which can be
accessed online at www.fvap.gov. The FPCA is also available online
at the Federal Voting Assistance Program (FVAP) web site (www.fvap.gov).
